About Us
Reformed in
1994 Cold Stream Campowners’ Association, Inc. (CSCOA) is a
non-profit organization serving approximately 420 Cold Stream
Pond lake front property owners. The Association encompasses
three Maine towns: Lincoln; Lowell; and Enfield. Cold Stream
Pond is over 3,628 acres and provides fantastic year round
recreation, as well as a perfect habitat for loons, eagles,
moose, deer, fish and many other forms of wildlife.
Our aim is to
educate lake property owners about shoreline protection, address
water quality issues, and serve as a pass through entity for
Enfield road maintenance donations for its 9 ˝ miles of camp
roads. Association dues are received from lake property owners
annually, and these members then have voting rights at the
annual meeting. But the Association’s dues have never been
utilized for road maintenance. Currently, dues and CSCOA
fundraising activities support our donations to the Maine
Congress of Lake Associations; Volunteer Lake Monitoring
Program; the semi-annual “Call of the Loon” CSCOA newsletter;
lake community events; and an annual Cold Stream Pond Water
Quality Grant. All work performed by the Association and Board
are done solely by volunteers.
Educating the
public about shoreline protection and water quality is performed
mainly by the CSCOA newsletter, which is sent to all lake
property owners. At our annual meeting issues affecting the lake
community are discussed and the direction of the Association for
the next year is decided. This website will also be utilized as
a means to inform the public of factors effecting lake water
quality, to explain different things all property owners can do
to maintain our pristine lake, to allow dues to be paid, to
purchase Cold Stream Pond items on-line, and as a means to
publicize all community events. Additionally, the Association
works with various state organizations such as, Department of
Inland Fisheries and Wildlife; Department of Environmental
Protection; Maine Audubon Society; and Soil and Water
Conservation to gain funding for projects around the lake that
will increase or maintain our water quality.
The Association
does not pay for road maintenance through its dues, however it
does fund road projects (i.e. culverts, basins, drainage)
through its Water Quality Grant that improve or maintain our
water quality. The water quality of a lake depends on a variety
of factors and encompasses the entire water shed. Camp roads
are one of the greatest sources of lake pollution; therefore
they should be one of a property owner’s utmost concerns.
Degrading water quality can affect our property values, as well
as the health and economy of our region. CSCOA offers an
opportunity for concerned camp owners to apply for outside
funding to preserve the quality of the lake. Cold Stream
Campowners’ Association, Inc. is an important and valuable
community resource for all area residents, as well as Cold
Stream Pond property owners. Owning property on a lake is a
responsibility. We all want the lake to be in the same pristine
condition for our grandchildren and great grandchildren as it is
for us. Therefore CSCOA will continue to strive to educate,
inform, and improve the water quality of Cold Stream Pond. |
